Does anyone know of any bell boots that ACTUALLY don't turn?

i use that kind and they work great for me but i do understand what you talking about they do sometimes turn when i am using them on a horse that really hits them hard you should look into finding a smaller size and also have someone watch your horses feet when you are riding to see if maybe your horse is hitting them causing them to turn if so talk to you horse shoer about steps he can take to try to help stop the problem or at least slow it down a little
 
we actually found a pair of these in a round hay bale
my dad was baling hay in one of our fields and brought us a bale so we spread it out in the pasture and found a complete pair tangled up in the hay
size extra large which fit some of our horses perfectly
they are great and stayed in place, very reliable
 
Those are the only boots I know of that really work. They don't serve there purpose if you don't velcro them tight enough. They need to be somewhat tight so they stay in place.

It probably depends on your horses hoof/pastern shape though
