Does T-Mobile charge to change your number?

Its only been 2 weeks since I got a phone from T-Mobile but man the woman who was the previous owner of my number owes a lot of people/debtors $$$$$$ looking to collect their debt. Same thing goes with txt messages something like "party at so and so bring $10 searched at door," etc will they let me change my #? i've heard 2 things for this: it's free the first time the other is they charge $15. It's a regular account
