Does Taco Bell use real meat?

Im confused about Taco Bell's meat. Im not asking if its real meat or not. That is not my question. My question is how can something only be 88% of something. Their claim is "Taco Bell uses 88% of real beef and the other 12% is special spices." It makes no sense to me. a object, their meat for example, is understood to be 100% of something. 100% is a whole object. The object being its beef. Half of the beef would still constitute 100% of real beef. How can 12% of spices make up for the other half that is not real meat? Im so confused.
 
Even if you used the very best ground beef, you are going to want to flavor it for tacos, etc. So you have to add seasonings. As soon as you do that, the recipe would no longer be just ground beef. It is ground beef, AND spices, onion, peppers, etc. Otherwise it would only be beef. I'm not sure I get how you're confused.
