Does The Rinnegan Have A Timeout ?

I didn't see Pein blinked his eyes when the leaf village was invaded. Its confusing because people that's in th Uciha can gain the rinnegan. The sharigan has timeouts, why can't the rinnegan have timeouts. I'm not a geek at anime. I just have a lot of questions.
