Does Verizon Accept Used Smartphones from Craiglist as a Prepaid Phone?

AT&T told me that they accept used smartphones as prepaid as long as its not Iphone.
I was wondering if Verizon does the same. Do they accept used smartphones from Craiglist or some other places as prepaid phone with prepaid plans without the data plans?
