does Verizon automatically downgrade computer users to a slower 1xRTT

signal if they use the network for long? It seems I will always start with 1xEVDO, but find after a time it always degrades to 1xRTT. Then, if I disconnect and reconnect, it will miraculously cure itself on most occassions and offer 1xEVDO which is noticably faster.
