dog won't stop humping female dog?

well my female dog is 14 years old, and i just got a new 1 year old male dog...he won't stop humping her...she really hates it. she is spayed, and he is neutered...so i know it's not always sexual and that it can be a dominance thing...but how can i get him to stop? it really bothers ME AND my female dog..
