Absolutely not. Not only would such an invention be cumbersome and heavy (not assets in the field) but the research money could be better used for other tools to support the armed forces.
surely with modern technology it would be possible to make some cheap lightweight boots, that could resist the damage of a IED, its worth a try, as in the uk we have hundreds of soldiers with no legs, so the usa must have thousands.
