Downloading and Opening Attachments Closes Internet?

If I try to download or open an attachment (document, picture or music), be it on an email or website, my internet will stop working and close. It does this on Internet Explorer and Firefox. At first I though the problem had to do with DEP, but when I turned it off, the problem continued.

Please give help and feedback
