Ear plugged and fuild behind ear drum?

Ok, I went to the Doctor almost three weeks ago. At this point I had an ear ache and my right ear was plugged and the right side of my throat was sore. Thinking it was an ear infection I went to the doctor. He said my ear drums looked fine (slightly discolored if anything), that I probably have a upper respiratory infection and some fluid behind the ear drum. He said to take some over the counter stuff and it should be better in 7-10 days.
After a week, it was not better, it was worse. The pain had subsided for the most part but my right ear was still ridiculously plugged. I return to the doctor office and see a different one. He tells me that I have swimmers ear and an upper ear canal infection. He prescribes an ear drop with both antibiotics (for the infection/swimmers ear) and a steroid (to help break up the fluid making it feel plugged), he also suggested taking Claritin-D.
So, after almost two weeks of drops and Claritin-D, my ear is still plugged! It is now more of an annoyance than anything else. There is not really any pain...maybe an occasional ache.
I do not have insurance to see an ENT and was hoping something else would work. I am able to go the the doctor because it is at the University I go to school at.
Suggestions?!!
(Oh, and I have tried the peroxide, the rubbing alcohol, the holding nose/closing mouth blow thing, I have even travled to higer elevation recently and yes it popped but the plugged right back up).
