Part of the funds that the buyer pays is shipping cost. This is part of the funds that is being witheld for 21 days. As a seller, i do not have access to that shipping fee and have to pay out of pocket. Also, ebay is charging ebay fees on these funds that are on hold for 21 days. What state or federal agency can make a complaint to?</p></blockquote><p></p>
