Eden Housing association and getting permission for sky dish?

Is any one familiar with Eden housing association. I am in the process of moving to a brand new build house owned by Eden housing association. It has just finished being built. I want to get sky and put a sky. I have had sky at my old house. I need sky as I home educate my 2 sons and I use a lot of programs on the discovery channel, national geographic channel and the history channels to help teach them. Also the free view signal in our area isn't very good. When I went to sign tenancy agreement and got keys to new house. I saw the building inspector and he told us about the building and gave us lots of instruction manuals. I asked about putting up a sky dish and he said it should not be a problem but that we need to get permission first. He did not know or say who we need to ask for permission. I have tried contacting Eden housing association but no one seemed to know or be able to help. Do I need to get permission from Eden housing association as is a new build or is it planning permission from the council that I need or both. Most other older houses in the village up the road etc have sky dishes. Any advice would be much appreciated.
Also we have a small dingy day sailing boat. We were given it for free and my husband is restoring it as he wants to teach our sons to sail. We want to put the boat on one of the parking spots in front of house. But on reading through paper work it says we need to get permission to do this. but again it does not say who we need to get permission from. Is it Eden housing accosiation who you need to get permission from or local council
