Emergency!! Screaming Budgie!!!?

My Budgie screams constantly. I am his third owner, and I have had him almost 2 years. I have trained him, and now he allows me to touch him and play with him. I am gone to work 8-10 hours a day, but, I always leave the radio or television on for him. However, I am becoming a nervous wreck with all of the screaming, he screams when I hold him, he screams when I enter the apartment, he screams when I ignore him, etc... It's becoming a huge problem for me. I love him to death, but sometimes I wish that my neighgbors would complain so that I can get rid of him.

Any suggestions that you can offer are greatly appreciated. Thank you
 
The only reasons I can think of for a bird to be screaming when someone they are familiar with and have been with for any period of time and have been handling them is(1) they are in pain and should see a vet, (2) they are scared of something that is in the room with them even though you may be holding them they are still scared, (3) still medical could possibly be going blind, (4) need and want another budgie for a mate companion.
