Exhaust EXTREMELY Fuel Rich Smelling. Faulty EGR?

Pretty much question says it all. I think back in August my mechanic mentioned the EGR wasnt working to well, I can't quite remember. It idles and runs fine, MPG isn't good though.
'95 Chevy S-10 LS 6-cyl.
