Fallout 3 Crash - random interactive dialogue?

I've been having a problem with Fallout 3 for quite some time now, and with a bit of research I found what was most likely causing it:

Fallout 3 Installer installs a non Plug’n Play DRM device manager (not driver but a manager) that doesn’t like any 3rd party codecs (ie K-Lite, WinAMP, etc) and will usually see a CTD when a Hardware codec comes online. This usually occurs when interactive audio (client controlled speech) initializes (ie baby walking to daddy).

After killing someone or simply walking by someone, they usually have something to say. Whether it's a dying last word or a "Hi there", the dialogue seems to crash my Fallout 3 game in mid-squeal.
The problem is, I know what's most likely causing the crashes, but I've looked EVERYWHERE to find the solution... There is none (thanks 'smarty' gamerz community).
I'm using a new Windows 7 x64 and to my knowledge I have not installed a "third party Codec". Not even sure what a "Third Party Codec" could even be.
Before having this problem and crashing every 5-10 minutes, I had a GeForce 8400 that lagged everything to hell's anus and beyond, BUT NO CRASHES. I've recently installed a GTX 460 SE and Fallout: New Vegas (which required me to install Steam <if this helps>), and New Vegas doesnt crash at all.
Any help would be heavily appreciated. ----Please No One Give Stupid BS Answers Or Comments Like "Oh Gee, I Wonder What It Could Be, Hurr Dee Durr Durr" 'cause it's really irritating to have to report, possibly delete every post and etc etc.----
