Fixing Alpine radio wiring on 2000 Ford Focus?

First problem - I have a known issue where the dials on my dash only spin up 10-15 seconds after ignition on my 2000 Focus. Apparently this is due to fuse #50 blowing (fuse protects instrument cluster, radio and clock) and the delay is to be expected if this fuse has gone. Question is - if this fuse is gone, how is it the dials work at all?

Second problem - In my car someone has removed this fuse. I think it's because they've done this when they wired in the aftermarket stereo:

The radio currently works even with keys out of the ignition.
Would this wiring have meant fuse no. 50 had to be removed? Why?
I've also read that the orange illumination/dimmer wire shouldn't be connected up in some cars. Might this be true of mine?
