Found a Bell satellite dish on the balcony of my new apartment?

I recently moved into an apartment and discovered that it had a Bell satellite dish on the balcony, left behind by the previous tenants. A few days back when I got Rogers internet and cable services installed, the technician mentioned the satellite dish and something about how he could utilize it to hook me up to cable and internet and went outside to the balcony for a while.
Now my cable and internet are up and running.. but yesterday I stepped out to the balcony and noticed that the satellite dish wasnt hooked up to anything at all.. it has a cable running out of it thats just lying limp on the balcony floor! I don't know much about this stuff but I was wondering if my Rogers cable and internet are utilizing the Bell satellite dish in any way.. because I didn't really know what the technician was doing when he was out on the balcony and if he used the dish at all.
Reason I ask is because my neighbour noticed my satellite dish and wanted to know if he could have it. But I need to know if I'M using it at all before I can tell him that he can use it!And is there a way for us to use it together legally?

If it is not attached to anything I would have to say no you are not using it.
 
If the cable is not connected than it is not used, duuhh. The technician probably took some parts from the disk for his private use.
