Friend smoked 1/2 a cigar & some hookah about 4 hours ago?

And now she is having trouble breathing, an increased heart rate and her hands and feet are going numb. Should she go to a hospital or could this just be some sort of respiratory reaction to too much smoke since this is pretty much her first time with any sort of tobacco.
