Tom Hiltachk, former Philip Morris outside counsel, has taken the lead in pushing California Prop 23, which would repeal the state's landmark climate change law. Mike Carpenter, the former top California lobbyist for Philip Morris is now lobbying for Valero, which is one of the main oil companies funding Prop 23, donating over $1 million so far directly to the effort. Carpenter also sits on the board of the conservative think-tank Pacific Research Institute, which has produced bunk studies to bolster pro-Prop 23 claims.

During the '80s and '90s, Hiltachk and his law partners helped the tobacco industry, with funding from Philip Morris and R.J. Reynolds, coordinate a variety of stealth front groups. He's done the same for Prop 23, with donations coming from the Missouri-based Adam Smith Foundation and the Howard Jarvis Taxpayers Association, which both carefully conceal their funding.

Anyone surprised that once again, former Tobacco industry lobbyists are now working to undermine climate legislation?
