Satan is not repressed God gives Satan far more ability to influence than people realise, he just doesn't tell everyone he listens that he is Satan some he tells he is God to trick them into following him instead.

But think of all of the websites dedicated to Satan with stories from Satan filled with his lies and evil. If God was repressing Satan there couldn't be multiple religions and so many Satanists in the world.
