Going on a cruise--international roaming?

I am going on Carnvial Pride cruise and I am wondering if you need to have international roaming turned on your phone in order to use it. I have at&t and I hear that it is 2.49 per minute on the ship and .50 a text on the ship. Is that when you have international roaming on your phone or is that just when you have your phone turned on like regular?
 
I also have ATT and my experiences have been with Royal Caribbean. While I am on the ship at sea, the signal travels through the ship and out through the ship's preferred carrier. The roaming charges are in effect. When we approach land or while on land, the local carrier becomes your primary service. It willalso be international roaming. To reduce the cost of these roaming feeds is to turn on International data service with ATT.
