HELP!! How do I transfer my car to a family member?

I'm going to take a loan on another car and I don't want to trade in my car. I was thinking on transferring the car to my sister, were she will be making the monthly payments. When she's done paying it off, the car will be hers. Can that be done and what are the steps? Can the title, plates, registration, and insurance be under her name? If this is not possible, what's another alternative?
