Help my cat keeps scratching my dinning room chairs!!!?

My cat nemo is an old cat, I tried everything to get him to stop scratching my dinning room chair. I used the spray bottle, and I also gotten him a kitty scratch posts, he just wont listen. He's an old cat and he knows when he done wrong because the only time he runs from me is if he just scratched my dinning room chair, just hearing him in there clawing at my chairs just ruffle my feathers. You know that sound when someone is raking on a chalk board SSSSRRRRRWWWWWWWWCCCCHHHH!!! that's what it remind me of when I hear him in the dinning room clawing at my chairs. He see me looking at him and then he runs away, any other time he's lazy and never run from me. I want to change the seating but afraid of the out come, and I do not want to get him declawed. I was looking into soft claws but that looks expensive paying for that every time I run out. Anyone have any answers, please I need help!!!!!
