Help on how to transition my puppy from puppy pads to outdoors only?

My puppy is driving me nuts. I have been trying to transition him from going on puppy pads indoors to going outdoors. I took away the puppy pads and I have been taking him outside every 3 hours or so to use the bathroom. He will do a little pee outside, then five minutes later he will pee lots and poop inside where his puppy pads used to be. I try to encourage him outside by saying "Go potty" and praising him when he does something outside. I give him treats sometimes when he goes outside...do I need to give him a treat every time he goes outside? When he goes inside, I will show him what he did and say "bad dog" and spank him (not hard at all.) It seems like he should have figured it out by now...he is usually very quick to pick up on things. Am I being unfair to expect him to learn so fast? He seems to think he should save everything to do indoors and I don't know how to teach him that it isn't OK to go indoors any longer. Please help!
