Help with Google Voice for Android. Using a PC tablet from Focalprice.com?

I need help with something else... why when I try to use skype and google voice, does it say "Not registered on network?"

It only has Wi-Fi and not a phone.

ACTUALLY IT DOES SAY ANDROID AND IT IS VERSION 1.6.
