Help with Majora's Mask!?

I want to beat the Postman's Timer Challenge but the problem is, I can't even GET to the challenge. I've seen Youtubers enter the Office at 9 on the Second Day but when I try it tells me the same thing "Post Office 9:00 to 3:00"....I don't get it, how can I even enter?
