Hi all, i have a citroen xantia, and there is something wrong with the accelerator

CABLE? my car started conking out when i started it, and i noticed the rev counter was very low, so when i tightened the plastic screw thing, in the front of the engine, its like a wheel with cable going around it, and a long rubber thing that screws up or down. it would be ok for a while, now its got to the point however i tighten or loosen it, the car wont start, can anyone help me.
