a while back i was at the venice beach skate park with my friends,and i was sitting on the side,and i was sitting near a few smokers and inhaled quite a bit,and i remember on the way to the bus,i was really laid back,laughed at everything,and kept joking around,was i high? lol

No -unless they were exhaling pretty much directly into your mouth. You were probably just feeling good for having spent some time at the beach.
