i recently started to get into grunge/alt clothing and got myself some criminal damage jeans like this

I wore them the other day with a couple of my mates (who also dress in a similar style) and they said that im not supposed to wear them on my waist but under my hips as it were? I did that then they started to drag on the floor - when i asked i was told that was what was supposed to happen.
doesnt bother me either way but is that right? thanks
also what would look good with them? im wearing some vans flats (http://www.sliponshoes.co.uk/wp-content/uploads/2008/09/vans-classic-slip-on.jpg) and a skull hoodie with them and a stud belt and they look good.
