how can an internet site know your location?

ok save the, "well you deserve it" stuff and just give me a straight up answer please. A pornographic internet site knows my brothers location. It's the only site he visits but he never told them where he was. How could they know. No i'm not very computer savvy.

All Computers on the internet are assigned a public IP address by their Internet Service Provider. These IP address's can be traced back to the ISP but no further. Only the ISP can trace it back to a specific address. The best anyone can do without the cooperation of the ISP is the general location like the name of the city.

Hi if that site figured your network ip address by any source then by doing whois search of your ip address using sites like they can easily trace your location ....
