How can I buckle 2 adults & a toddler [in carseat] into a 16' Budget truck?

with only two seat belts?!? The dealer said the 16' truck only has 2 seats! The 24' truck has 3 seats, but oversize vehicles (over 20') are prohibited over Stevens pass (from Omak, WA to Olympia, WA)! Please help me solve this problem!
