How can I decline a call on my iphone when it is locked?

It frustrates me that I can't (or don't know how) to decline a call on my iphone when it is locked. I have to just let it ring and it sends it to my "missed calls" log. Does someone know if and how I can decline calls when it is locked?
It frustrates me that I can't (or don't know how) to decline a call on my iphone when it is locked. I have to just let it ring and it sends it to my "missed calls" log even when I hit the volume down button. Does someone know if and how I can decline calls when it is locked?
 
You can tap the top button once to silence a call. Tap it twice and it will automatically send the phone call to voice mail. There is no actual way to decline a phone call.
