Most travel groups or tours only give you an hour or 2 to explore before moving on for lunch and then the next part of the tour.  Either you want to backpack on your own (as your other questions mention) or you go as part of a group and join in with the other members of the party. I imagine most tours would need a 17 year old to be accompanied by an adult for insurance purposes to be honest. Also if the group went out for a meal you would have to leave at 9pm if the restaurant/pub is licenced.
