How can i fix my ac-dc converter?

My Sanwa ac-dc converter must have an output voltage of 24V and i can switch it to 12V. The problem is when i turn it on and test the output using the voltmeter, the output must be 24v but the voltmeter measures 32v. and when i toggle the switch to 12v. The output in the voltmeter is 16v. i test it without a load. i'm planning to use this converter to my 24v relays.
 
Those cheap made converter did not have any voltage regulator. It is a simple capacitor filter out circuit that can reach 1.4 time higher voltage at the output while no load.
That is why ..... 24 X 1.4 = 32V
Add one LM7824 to the circuit to obtain exactly 24V.
 
I hope Your AC -DC converter is not a Regulated power supply a simple Transformer with Bridge Rectifier & a Filter capacitor.Connect a simple 24V, 1 or 2Watts Lamps(Incandescent) Across the Load & check the Voltage, You will find 24 volts in 24 & 12V in 12 volts.your power supply is Good no fault with your power supply.Yes you can use it for your 24V relays Care full do not Short circuit the terminals.Best of Luck.
