How can I get more of a celebrity, fresh-faced look, with less acne?

I'm 13, and my skin isn't horrible, but it's not clear. I want to clear up my acne more, or at least the bit that I have. I already wash my face 2 to 3 times a day with Oxy face wash, and that seems to help, but what else can I do to speed it along? I've heard that drinking a lot of water helps: how much should I drink?

Any tips are appreciated.
To Carl Diva: no proactive...seriously! It's overpriced, and I only want something simple and cheap.
I have extremely oily skin, and it drives me insane not washing my face twice a day. I moisturize frequently, so it doesn't dry out.
 
Exfoliation and moisturization are keys to flawless skin. Using an exfoliant 2-3 times per week can really help renew your skin. You can buy plenty of exfoliants out there, but I find that plain sugar works just as well. Just put a bit of sugar in your palm, mix a little bit of water in with it, and then work onto your skin in circular motions. If you find it too abrasive, add more water. If it's not abrasive enough, add more sugar. Then rinse.

Of course, you need to moisturize. I love Biore moisturizers -- they're very fresh, light, and effective. Try Biore Nourish Moisture Lotion twice per day.

You should be drinking around 64 ounces of water per day. To make this easier, try getting a 32 or 64 oz water container to make measuring easier.
