How can I limit how much bandwidth BitTorrent uses?

I currently have BitTorrent running with port 16706 (The port I have BitTorrent set up to use as my Incoming port). I have restricted it to a limit of 60kbps upload rate, and 125 kbps download rate; but it's still taking up 100% of my bandwidth (A 1.1 Megabyte per second connection, already did Megabit conversion), according to my router (Which says I'm using 1 Megabyte per second). How can I make BitTorrent only use a certain amount of my bandwidth, so other computer's don't have very slow internet?
