how can you can you turn a video high quality like a divx video ?

It's impossible. You can't make a low quality video into a high quality video. You can't just tell the computer to make more pixels.
 
Theres nothing free, but theres like "total video converter" where you can convert it into A divx video, and many others..And I can give the serial for it for the full version of it.. Only if you vote my answer the best tho, lol.. Just email me. K!!
