How can you remove a jammed Bell U-lock?

I think someone tried to pick my bike lock and now it's jammed and my key won't work. It's not rusted or anything because it worked fine ten minutes before when I went in to get groceries.
 
Someone stuck a hollow ball point pen into it to tried to steal it. You need to get something into it to try to pry it out.
 
Get a blow torch. Many police station will have one just for that purpose. It would help if you had some sort of proof that the bike was yours, if not, they might not believe you and you'll have to rent a blow torch yourself.
