How can you send messages using bluetooth to other bluetooth phones?

Sometimes when I'm at a bar or club, the club will send a message avertising something. How can I send messages back to people who have their bluetooth on? I remebmer hearing about this being very popular in Europe. They called it toothing. People would just chat with other peopel in the same place.

Does anyone know how to do this?
