how do i access newsgroups?

Can someone tell me how do i access newsgroups like alt.bin.cbts and the likes? Which software should i use to read messages from these groups?
 
Microsoft Outlook
Outlook Express

Either one accesses newgroups and outlook express usually is already installed on computers
