How do I activate bluetooth on my laptop?

Ok. So I have a Toshiba Satellite A100 which originally had bluetooth on it when I bought it. When I first got it, there was a bluetooth icon in the system tray and I set up bluetooth from there. Unfortunately I got a virus a while ago and my computer got reformatted etc. Now it seems as though I don't have bluetooth at all. I can't find it in the control panel or anywhere really.
 
Branded laptops usually have shorcut keys for activating bluetooth(FN+F11). Try this or try some combinations with the function keys and the Fn keys
