I asked a similar question, and received some great explanations as-to WHY my trunk stopped "springing-open" all the way, after I added a heavy licence plate border however, I still need to know HOW to increase the opening-force of the trunk.
I tried doing it by hand but, apparently there's MUCH more tension there, than I can move manually and I can't see how to get a pry bar in there w/o bending/breaking something else.

PS In case you're not familiar w/ the '99 Mercury Grand Marquis (same as a Ford Crown Victoria), there are no "springs" per-se involved, it utilises "tortion bars" w/ 3 notches.
