So how would i achieve this and I don't want to do any hallucinogenic drugs because I'm only 16 and i don't want by brain to be jacked up.

Premonitions are spontaneous, usually not something you can control.
As for OBE's, spiritually you are treading on some dangerous grounds.

Some have claimed to have reached this state at will through meditation, but I regard it as an opportunity for evil things to happen and evil entities having their way with you, just as you would by opening yourself to many occult practices. There is a reason the Bible warns us to stay away from these things. In fact, I felt that way about it even before I became a Christian from what I had read and understood of it. You could jack up more than just your brain.

Go to your library or bookstore and look at the books in the occult section. Some are better than others. Some are awful. Read a lot of them and after a while you will get a clue as to which books are better, though I will give you a list of some good ones.

You should also look at different magickal traditions and get a sense of what you gravitate toward.

Start off slowly with meditation exercises before you do anything more complicated. Magick is all about controlling your own mind. You have to be able to do that first. Yoga is good for strengthening your body to be able to maintain your mental discipline. It goes hand in hand. You need a healthy body to do magick. Also, stay away from junk food, it clouds your mind. Really.

Also be clear about your morals, as you are learning powerful stuff, and can be tempted to do th wrong thing.

Here's some books for you:

“Meditation for Beginners” by Jack Kornfield

"The One Year Manual" by Israel Regardie

"Modern Magick: Eleven Lessons in the High Magickal Arts" by Donald Kraig

"Postmodern Magic: The Art of Magic in the Information Age" by Patrick Dunn
