How do I get ringtone from computer to iPhone?

I downloaded a tone to my iTunes and it appears in the tones section of my iTunes not in the regular library on my computer. I plugged in my phone to the computer and synced it and stuff but can't find the tone on it. It's not under songs and there is no tone section. Should I be looking at the iTunes on my phone instead of the music section? Help please very detailed.
