How do I pair the bluetooth dongle with my cell phone?

I installed the drivers, plugged in my bluetooth dongle into a usb port, then tried searching for bluetooth devices using my cell phone, it finds none. How do I make my cell phone pair with the bluetooth dongle set? I wanted to be able to transfer music and stuff.
