How do I reconfigure my internet?

Well awhile ago, I fixed my dell latitude laptop from a unmountable boot volume problem. However when I repaired it, it wiped my hard drive clean. Now everything is gone and I mean everything. Everything including the ethernet cable software and the linksys and cardbus software.So I can't connect to the internet at all or anything. According to the dell representatives, I need to reconfigure my internet to fix the problem and transfer the needed files to the laptop. CAN SOMEONE PLEASE EXPLAIN HOW TO DO THAT AND WHAT THEY MEANT?
