How Do I Remove iPhone Passcode?

Hey guys, im in MUCH need of help i found an iphone a few months ago so naturally i take it to the police and i just got it back today and its got a passcode on it, i searched for ages and i got into the recovery thing and then it says its extracting then its asking apple, and then its got an error message "3194" pleeeease help me !
