How do I stop my cat from entering the basement?

I have a stubborn cat who thinks the basement is his domain. Unfortunately he loves to pee down there too. I want to stop him from going in there but I don't have a door. Every blockade I put up at the bottom of the stairs he seems to be able to jump over. How can I stop him from getting in there without spending too much money?
