How do I transfer my photos and things from PC tower to a laptop?

I am getting rid of the tower and want to transfer the photos on it to my laptop.
I have tried putting the cable into the laptop (like you would a monitor) but it just keeps flashing on/off.

I don't have a clue what I am doing so any help would be appreciated!
