how do i turn on my bluetooth on my dell laptop?

it is an inspiron 1521 and i have tried fn+f2 and it hasnt worked the icon will not highlight
 
hi i dont know how to turn on bluetooth but i want to know i have been looking for ages now so if u do find out plz email me
